A Vice Chancellor shapes a university for five years or more: its academic standing, accreditation, finances, culture and reputation. It is also one of the few appointments in India where a procedural mistake can void the hire entirely. The Supreme Court has quashed Vice Chancellor appointments that did not follow UGC rules.
This guide is for chancellors, sponsoring bodies, boards and promoters of private, deemed and state universities planning a Vice Chancellor search in 2026. It covers who appoints the VC, eligibility, the search committee, pay, timelines and how to find the right leader. It reflects the rules as published by October 2026; confirm the position for your university with its statutes and legal advisers.
Quick answer
How do you hire a Vice Chancellor in India?
Start 6 to 12 months before the vacancy. Confirm who appoints under your university's Act and statutes, constitute a search-cum-selection committee as UGC rules require, and have it recommend a panel of 3 to 5 eligible names. Define the mandate, map serving VCs, Pro-VCs and senior academic leaders, assess them on academic credibility and institutional leadership, and let the appointing authority choose from the panel.
Appointing authority
Who appoints the Vice Chancellor?
The appointing authority depends on how your university was created. In every case, the process must follow UGC regulations as well as the university's own Act and statutes.
| University type | Who appoints | Key rule |
|---|---|---|
| Central university | The Visitor (the President of India) | Chooses from a panel recommended by a search-cum-selection committee. Ministry of Education advertisement |
| State university | The Chancellor (usually the Governor), as set by the state Act | UGC regulations prevail where a state Act conflicts with them. Several states and governors have disputed this power in court. |
| Deemed university | The Chancellor, from a panel of 3 names | Under the 2023 UGC deemed university regulations, the search committee includes a UGC Chairman nominee. Source |
| Private university | As set by the state Act and statutes, usually a Chancellor named by the sponsoring body | The university must conform to the UGC Act and UGC private university regulations. Source |
Eligibility
Eligibility: UGC 2018 rules and the 2025 draft
Under the UGC Regulations 2018, a Vice Chancellor should be a distinguished academician with at least ten years of experience as a Professor in a university, or ten years in a reputed research or academic administrative organisation with proof of academic leadership (UGC 2018 text, quoted by Delhi University). Integrity, ethics and institutional commitment are also expected.
UGC Regulations 2018
Professor for 10 years, or 10 years in a reputed research or academic administration organisation with demonstrated academic leadership. Appointment from a panel of 3 to 5 names recommended by a search-cum-selection committee.
UGC Draft Regulations 2025
Released in January 2025. Would open eligibility to senior leaders from industry, public administration, public policy and PSUs with a significant academic or scholarly record, and sets a 3-member committee. Several states opposed it. Source
Status in 2026
The UGC regulations page did not list final 2025 regulations when we checked in October 2026, so the 2018 rules still govern. Check again before you advertise.
Term and age are usually set by your university's statutes rather than the 2018 regulations. Five-year terms with one further term, and an upper age limit of 65 to 70, are common. Central university advertisements, for example, prefer candidates not above 65.
Process rules
The search-cum-selection committee
The committee identifies and evaluates candidates and recommends a panel. Under the 2018 rules it includes nominees of the Visitor or Chancellor, the UGC Chairman and the university's executive body (LiveLaw). Its members should have no connection with the university or its colleges.
The committee must recommend a panel, not a single name. The appointing authority then chooses from that panel or asks for a fresh one.
Legal risk
Court rulings every board should know
The Supreme Court quashed the appointment of a Sardar Patel University VC and held that a VC appointment under state law cannot be contrary to UGC regulations. LiveLaw
The Supreme Court held the appointment of the APJ Abdul Kalam Technological University VC void because the committee recommended only one name instead of a panel. Careers360
The Supreme Court set up search committees chaired by former Chief Justice U.U. Lalit, asked them to finish in about 3 months, and required panels of at least 3 names. SCC Online
Tamil Nadu, Kerala and other states have challenged governors' powers over VC appointments. Check the latest position for your state before you start.
Compensation
Vice Chancellor pay in India
Central university VCs receive ₹2,10,000 a month fixed, plus a special allowance of ₹11,250 and the usual allowances (Ministry of Education advertisement). State universities generally follow their state's pay rules.
Private and deemed university packages vary widely and are not published in any reliable source. They depend on the university's size, ambition, location and the candidate's background. In every search we benchmark pay against comparable institutions before the role goes to market, so the offer is competitive from day one.
The profile
What makes a great Vice Chancellor in 2026
| Strength | What it looks like | Evidence to ask for |
|---|---|---|
| Academic credibility | Respected scholar who can lead senior faculty and deans | Publications, academic roles, PhDs guided, awards |
| Institutional leadership | Has led a university or a large school as VC, Pro-VC, Dean or Director | Size of institution, results achieved, tenure |
| Accreditation and rankings | Has led NAAC, NBA or NIRF improvement, or international accreditation | Grades and rankings before and after |
| Governance and regulation | Works well with the board, sponsoring body, UGC and state government | Statutory bodies chaired, audits, approvals |
| Growth and partnerships | Builds programmes, research funding, industry and international links | New programmes, grants, MoUs, enrolment trends |
| People and culture | Hires strong leaders, handles conflict, keeps faculty engaged | Faculty retention, leadership team built |
Match the profile to your stage. An established university usually needs an academic leader who can raise research and rankings. A new or fast-growing private university often needs a builder who can set up schools, hire faculty at scale and take the university through its first accreditation.
Process and timeline
How a Vice Chancellor search works
- 1
Plan early 6 to 12 months before
Retirement and term-end dates are known in advance. Start before the vacancy, so the university is never left with an acting VC. Some universities have gone years without a permanent VC.
- 2
Mandate and compliance check Weeks 1 to 2
Agree the mandate with the chancellor or board, confirm the appointing authority, eligibility rules and committee composition under your Act, statutes and UGC rules, and set the pay range.
- 3
Committee and advertisement Weeks 2 to 6
Constitute the search-cum-selection committee. Advertise where your rules require it; central university advertisements allow 30 days for applications.
- 4
Leadership mapping Weeks 2 to 8
Map serving VCs, Pro-VCs, Deans, Directors and senior academic leaders at comparable institutions, and approach them confidentially. Most strong candidates do not apply to advertisements.
- 5
Assessment and due diligence Weeks 6 to 10
Check eligibility, verify records, take references and assess each candidate against the mandate.
- 6
Committee interviews and panel Weeks 10 to 14
The committee interviews shortlisted candidates, often with a vision presentation, and recommends a panel of 3 to 5 names.
- 7
Appointment and transition Weeks 14 onward
The appointing authority chooses from the panel. Plan notice period, induction and a 100-day agenda.
For timelines, the Supreme Court-appointed committees in West Bengal were asked to finish in about 3 months (SCC Online). Without planning, searches can stall for much longer: Himachal Pradesh University went more than three years without a permanent VC (The Tribune).
Avoid these
Mistakes that can void or derail a VC appointment
- A committee that recommends a single name instead of a panel.
- A committee whose composition does not match UGC rules and the university statutes.
- Appointing a candidate who does not meet the eligibility conditions in force.
- Relying on advertisements alone, so the best serving leaders never hear about the role.
- Starting late, so the university runs for months on an acting VC.
- Agreeing pay only at the end, after the preferred candidate has other offers.

Frequently asked questions
What is the eligibility to become a Vice Chancellor in India?
Under the UGC Regulations 2018, a Vice Chancellor should be a distinguished academician with at least ten years as a Professor in a university, or ten years in a reputed research or academic administrative organisation with proof of academic leadership. University statutes may add conditions such as an upper age limit.
Who appoints the Vice Chancellor of a private university?
It depends on the state Act and the university's statutes. Usually a Chancellor named by the sponsoring body appoints the Vice Chancellor from a panel recommended by a search-cum-selection committee, and the process must conform to UGC regulations.
Can someone from industry become a Vice Chancellor in India?
Under the UGC Draft Regulations 2025, senior leaders from industry, public administration, public policy or PSUs with a significant academic record would become eligible. The draft was not final when checked in October 2026, so the 2018 rules, which require academic leadership experience, still apply.
How many names does the search committee recommend?
Under UGC rules, the search-cum-selection committee recommends a panel of 3 to 5 names, and the appointing authority chooses from it. The Supreme Court has voided an appointment where the committee recommended only one name.
What is the salary of a Vice Chancellor in India?
Central university Vice Chancellors receive Rs 2,10,000 a month fixed plus a special allowance of Rs 11,250 and other allowances. Private and deemed university packages vary widely and are not reliably published, so they should be benchmarked for each search.
How long does it take to hire a Vice Chancellor?
Most well-run searches take around three to four months from mandate to recommended panel, plus the appointee's notice period. Universities should start planning 6 to 12 months before the vacancy, because delays can leave a university with an acting VC for long periods.
